Actually, that was addressed in the movie itself. Maui at some point says: "If the ocean's so smart, why didn't it just take the heart back to Te Fiti itself? Or bring me my hook? The ocean's straight up kooky-dooks". Yep, that's it. The ocean is kooky-dooks. That explains it.
Maui after watching this video:I take my words back.
The actual issue was that Te Ka is hurt by water, which is why she was confined to the island and couldn't move around. If the ocean tried reaching Te Ka, it would just cause her serious harm.
yet it has no qualms whatsoever with moana baiting te ka into punching the ocean multiple times

The ocean became dangerous after the heart was stolen and people stopped voyaging, therefore no one would know that the ocean's already safe because no one would go past the reef because of the rule of "no voyaging" made by the ancient chief's... Plus who would teach the new people who has apparently little knowledge of how to voyage the tips and tricks? And just as Maui said the ocean might've felt like the connection for the people, the way that they would travel to island to island where the sea is used as the way/connection, and maybe wants to feel that again, so if the ocean just put the heart back, then the people wouldn't know that it's already safe therefore making it harder to make/convince them to voyage again, plus with the current chief's mentality a. k. a. Moana's dad? I don't know if they will even be allowed to go past the reef... UNLESS! someone goes beyond the reef, bring the heart of Te fiti back to its rightful place which will make the whole of the ocean calm again, and going back home with their testimony/story and then the VOYAGING would finally happen because the people will know that the ocean is finallt viable. Then the Ocean is happy... The sea is where the Maori? tradition happens which is voyaging and the sea feels happy to be a part of it
And misses it therefore all that I said above has to happen for voyaging to happen again(PERIOD) I REST MY CASE

It was about giving back the heart to Te Fiti by a human to make believe again in mankind and to forgive....
I think the ocean was like that one diety character who can solve the entire conflict himself but instead just guides others and lets them solve their problems themselves .... only helping them out when they need it ... it must practically be forbidden to interfere in mortal affairs but bends the rules due to having a soft side for Moana ... Or all of that might simply be due to the fact that he wanted the culprit Maui to right his own wrong and redeem himself in this journey 🤔🤔

Well, the Ocean wanted Moana to bring back the Wayfinder culture and have them sail the seas once more (which Maui even said that the Ocean enjoyed), which is why the Ocean sought out a chosen one in the first place.
The real HISHE would be "Maui steals heart, Te Ka knocks him out of the sky, Ocean splashes Te Ka and stuns her, Ocean puts heart back in, Te Ka turns back into Te Fiti, Ocean steals one of the Kakamora's blowdarts and sticks it into Maui's buttcheek while also giving the hook back to him".
Result: the blight doesn't spread, Motonui people don't give up Wayfinding, and we don't have to listen to Tamatoa's song.

Yes. Often times in stories dealing with gods, you'll find that the sins of one human are the sins of ALL Humans. See damn near every religion ever but the story of Adam and Eve in particular.
Maui may not actually acknowledge it, but dudes a human, just one anointed by the gods.
Had the ocean solved everything, then Mankind would not have been given a chance to sail once more, and Maui would have remained on that island, falling further and further away from who he was really supposed to be.
The Ocean took the path that solved the most problems, and allowed other people to rise up and become greater, which in my opinion, is what a deity should actually DO. If you use your crazy super powers to solve everyone problems, then everyone else will be weak, lazy, and never grow. Guiding others to solve their problems themselves is a better path.

...exept the water isn't sentient and this HISHE only shows that nobody who made THIS video 'got' the film... Moana controls the water subconsciously because she's a demi-god like her grandma and mother.
The beginning of the film, her grandma gives her the heart. Her grandma, her mom and moana all have the ability to control the ocean.. also the pig is her brother. (true -- Hawaiian mythology easter egg ).
The entire movie is about her grandma trying to get her (Moana) to go on a journey of self-discovery ... to discover that she is a demi-god.
Her mother sends her off, because she feels ashamed that she gave up her life as a demi-god after falling in love with a mortal man... who wanted nothing to do with the ocean that she and her mother(moana's grandma) live in.
Moana is basically, the little mermaid in reverse.
Moana and all of her female ancestors' demi-god roles are to bring man to the islands that tafiti and maui created, using her/their beauty and getting to become curious of what's beyond by exploiting their intrigue (example: appearing as glowing manta form to fisherman); to make the world and tafiti happy

Best part of the movie
The water is like Tolkien's Eagles. It's around just enough to keep the plot moving, but never enough to be more useful than absolutely necessary. I call it jerk-ass ex machina.

why doesn't Gandalf have a teleport spell? It's common for wizards in fantasy to have it. Even Harry Potter has it. He'll grab the ring, teleport to Mordor, drop it and teleport back out. Simple and easy.
Gandalf is powerful - more-so than what is shown to the people of Middle Earth. Gandalf is one of the 5 Maiar (Amongst Saruman, Radagast and the two blue wizards) sent to Middle Earth to guide it's denizens to defeat Sauron - yet they were forbidden from revealing their true power, or using it for their own gain. As for Gandalf not having a teleport spell and it being commonplace in modern fantasy for wizards to have it - Lord of The Rings was, first of all, written a long time ago, and second of all, inspired many tropes in modern fantasy today (especially wizards). If Gandalf were to have a teleport spell, he would not have been 'allowed' to have used it in the War of The Ring. Also, if Gandalf were to 'grab the ring' he would have been tempted at the very least to use the ring for himself, and if he was able to destroy it so quickly it would have rendered all of the themes and messages of the story null, and also making it a really stupid, short story that could have been so much more.
The Eagles have at least the excuse that they are Manwë's. And the Valar are lazy dicks.
Also Maui also said it too in the movie at the scene where they entered the realm of monsters "if the ocean if so smart why didn't it put the heart back or bring me my hook"

Same here. When I first saw the movie I just thought "WTF was THAT?!" I thought it was completely over the top...now I absolutely love this song. Look up the Jonathan Young version as well, if you're into metal/rock.

Because Maui never would have redeemed himself and Moana would have never learned the art of way finding and re-taught it to her people. They were stagnating, the ocean knew this and essentially maneuvered events along in such a way that they both benefited. If it had just popped the heart back in there there would be no character development. Maui also theorizes the ocean misses the days when the humans explored it and wants to bring that back. It's also very strongly hinted Moana wasn't the first "chosen" merely the most successful.
