I also had the same error and, as it turned out, I had locked the sd card with the adapter (there's a little switch on the side of the adapter that says "Lock"). Try to pull the switch in the opposite direction of the arrow to the side of "Lock". That worked for me at least.

for an old 3ds/2ds any sd card type and size will work (you will need an adapter for micro sd cards). for the new 3ds/2ds only micro sd cards will work
It'll say under files! My SD card was reading as SDXC(D:). It's the letter after the SD card whenever you connect it/put it in the computer. Hopefully that helps!

I have a 3ds filled to capacity and the load speeds aren't really that bad
I do have a question for you. Do you think a 2ds xl console won't play games or save game data if the micro SD card is full? I kinda need some help.
Allocation unit size of 32768 is for 64GB. If your SD card capacity is more than 64GB, you need to use 65536 for the allocation unit size.

Can you still do this after you transferred the data from your old sd to the new one?
Yes, you will need to format the card first and then move everything over
