Fair question
I think the South African intelligence (if one can even call this "intelligence") services have had a poor reputation since the ANC took over. Why? Because the country never saw itself under any serious threat and at peace with all its neighbours. And this breeds complacency. In addition, the African way of thinking of these services is for politicians own purposes to gain more power or keep tabs on their enemies. Many of the previous operatives worked and possibly still work in the furthering of their own interests, similar to what was observed with the old KGB before the disbanding of the Soviet Union. I suspect that this will continue unless there is considerably more pressure on the government to make them more professional and accountable to the public as well.

It is just a lack of care for the people they govern.
This was due to lack of leadership and incompetence and gross negligence. Failure in duty of care from president of the country. Being a leader you are expected to have highly Observational skill in risk assessment and take actions at due time

i have stated this time n time again,the non sale of alcohol and cigars caused the unrest.people broke into bottle stores 1st.nobody stopped them,then it became a free 4 all.wrong people made money. a local pakistani barber made so much cash selling cigarettes that he claims to have built a 3 story house in his country cash.
