I’d say one of the earliest cases of climate change and environmental refugees were Italians in the 1900s. A series of earthquakes including one that killed over 100,000 forced them to leave.

Here in Brazil we are feeling it worst every year, we've had a terrible drought that damaged our economy and energy production like never before, It's tragical, china's society is collapsing now because of a historical drought never seen in records, there are massive power outages, people dying because of high temperatures and lack of water.... And thousands of Europeans died because of a heatwave, are you sure this is laughable?)
