Season 3 Episode 6: A stranger snatched an eight-year-old girl as she played in her Tucson, Arizona neighborhood. Within hours, police began to suspect a drifter who was out on parole for abducting children. He was nowhere to be found and time had, unfortunately, run out.
The FBI Files is an American docudrama that takes a look behind the scenes of the Federal Bureau of Investigation's crime laboratory.
Real FBI cases are recounted through reenactments and interviews, due to the sensitive nature of the show, viewer discretion is advised.
After reading all the comments I felt compelled to respond not that you deserve my response.
For those who are criticizing the mother for allowing Vicki Lynne to go by herself, be careful about pointing your finger because when you look at your hand you have 3 pointing back at you. This was 1984 not 2020. A very different time where kids were able to play without worry. Vicki Lynne’s case changed that scenario in Tucson, innocence was taken away that day from all the children. Parents changed on what their children were allowed to do! Also Vicki was not your average 8 year old! How do I know this? Because I am her mother, I hope and pray you never have to live with a decision that ends up taking your child’s life. Until then you will never understand.
In 1984 our children walked to school, played outside, rode their bikes everywhere! She took the exact same route she walked to school everyday except when the weather was bad! She beamed riding away, that I trusted her to go by herself. And yes, her last words were, “I love you momma”, we told our children that every night before bed. This mother, as some of you are calling me stupid, her fault, irresponsible, lazy, deserved to lose her daughter, etc, did nothing wrong! All your name calling is so further from the truth! You don’t even know me or our family. The perpetrator (a convicted sex offender) did everything wrong! He made the choice to knock my daughter off her bike with his car, kidnap her with the intention to rape and kill her, which he did within 30 minutes of abduction! Where does his responsibility and accountability lay?! It would of been that little 3 year old boy that witnessed the abduction if Vicki had not come along. It took me 7 years , 6 nervous breakdowns later to realize where the blame really laid! On Frank Jarvis Atwood! Not me!

Don’t judge till you’ve been thru it! These interviews were the hardest thing to do.....you relive it. It’s not a laughing per say but a protective energy that goes thru you to protect you from falling apart. I know, that was me in that interview. What you don’t know is I had a complete breakdown and hospitalized for 30 days after that interview. But you are the experts on how to deal with a horrific tragedy as this! I did not seek attention or request these interviews. I was asked to do them. Why, because they saw I was trying to make something positive come out of a very negative tragedy. My daughter was not going to have died in vain! Her life meant something!
What laws were changed.....
I was an active part of the “Dangerous crimes against children Bill” that was passed in Arizona in the late 80s. Making mandatory sentencing on any crimes against children under the age of 15. It wasn’t the strongest law but it was a start. I testified before the AZ House & Senate to get this passed.
In 1990, the Victims bill of Rights was passed by the voters of Arizona. Vicki’s case was a full force on the passing. We worked hard and were diligent to do something positive. During our trial, we did not have the rights that victims have now because of it. It was not easy spilling you guts and reliving your tragedy to make a difference but I did it for Vicki and our communities.
I worked closely with the National Center for Missing and Exploited Children. I testified before US Congress on behalf of the Center for future federal funding. Through the center I privately worked with other families going through what we did.
Buddy system.......yes I broke my own rules twice in one day. Do I deserve your tongue lashings.....do you not think I had to live with that?! As a parent sometimes we make wrong/bad decisions. Are you perfect? I LOST my daughter, she was raped and brutally murdered! Her throat sliced, her heart stabbed, I know her last words! How? Because, he wrote it down and verbally confessed to 3 different inmates at different times with the same story!
Our 3 year old son was sleeping at the time and literally woke up to a house full of police. What do you think that did to him. I didn’t abandon my children!
I have fought for 35+years for justice for my daughter! We are closer now to execution than we ever have been. He has lost all of his appeals and a year ago tried to start all over. His case just got dismissed last week. It’s time for him to die as his sentence was given. The reason the death penalty doesn’t work is because of all the frivolous appeals that are allowed and continued at our families emotional expense. He should of been executed 20 years ago but too many bleeding hearts trying to stop it! I know because I/we have lived it. September 17, 2020 will be 36 years! I would of loved to have had 36 more years with her! We have 3 other children who are now all responsible, law abiding adults with children over the ages of 8 except one. I think as parents we’ve done an exceptional job with our kids. We are hands on grandparents to 6! We are a close family. We have suffered enough emotionally, physically & financially. The stress is not one I would wish on anyone. It would take me days to explain what we have gone through. How have we survived? Because of Gods Grace. We know we will be with Vicki Lynne again when we leave this earth. I’d like to say thank you to the ones with the kind words. For those who saw fit to bash me, I forgive you because you have no clue and I pray you never have to experience what we have or make a wrong decision in your life. God Bless you. Oh by the way, Coach Hall quit teaching that year. Two years later became a full time pastor. We keep in touch on a regular basis. We are survivors. 💝✝️💖
Debbie god bless you. I grew up in Tucson in the same area as Vicki. I have thought of her story over the years. It certainly did change the way the people of Tucson thought back then. Thank you for all you have done to make change in our community. I am so sorry you have to even remotely defend yourself to these online trolls. I know Vicki is watching over all of you. She is proud of the parents, grandparents, survivors you all are.

Debbie Carlson Debbie, you are so correct! In the days I was a child (late 50’s early 60’s etc), we were allowed to go anywhere, and had to be home by dark, when the streetlights came on! We all had bikes, were in and out of friends homes, our home, had no fear of anyone snatching us! This was small town (8,000 pop) Iowa and I NEVER recall anyone being snatched, molested, anything like that! I only recall accidental shootings, maybe one every three yrs., maybe 4, as everyone had guns/rifles. Those days are my fondest memories! We did have one weird guy my mom warned us about, and I remember going by his house fast, never slowing, but I don’t recall him ever hurting any kids so I have no idea how my mom knew to warn us about him! But what you did Debbie, was not at all unusual! My mom was the best and loved us more than life! If she had thought we were ever in danger, she would’ve never let us go anywhere alone, JUST LIKE YOU! I raised my sons in the 80’s-90’s! While I didn’t let them go too far I would let them bike to the local store, post office, to their friends homes, in our neighborhood! You can’t protect your children from everything! If you smother them, give them no freedoms, in my opinion, you will kill their soul! Sometimes you can fear death so much, you don’t actually live! Debbie, you said your little angel was beaming with pride as she biked away...she knew she was loved! What a beautiful memory to hold on to! I’ve always taught my sons, it’s not the quantity of years we all live, it’s the quality of life we live! Your little girl had more love in her short life than many children experience in a lifetime! You are so right, in going on and making changes in the laws that allow these evil human beings to be free to do this over and over! Personally, I think if they are released, it should be to some island, where they can all live with those like them, and away from all other humans! Had this monster been put on that island, your beautiful little girl would still be here, with you! Your strength to carry on is so admirable! If anything had happened to either of my sons, I pray I would’ve been as strong as you! My son is a soldier at Fort Huachuca and his fiancée, and I have met him in Tucson to spend time w/him! For anyone interested, Frank Jarvis Atwood was executed on June 8, 2022 in Arizona state prison. He was 66 years old.

That's so satisfying: long, hard years in prison, knowing that he'd never be getting out alive, and then the terror of being led down the hall to his death.
It’s amazes me that anyone actually thinks a sex offender won’t reoffend… like why is this person even let out to begin with.
It has the highest incidence of repeat offending. This is why it's so important to press charges when something happens.
It also amazes me when drunk drivers kill people and get off with warnings to not do it again. Our "justice" system is not set up to help the victims get help, it's the other way around. Only we can change it. ❤
People think that because he "found god" he's now innocent. There's a massive push to write a plea against his conviction. Whether or not he killed the girl, it's highly likely he did. And he's a monster. In some ways his execution is God's punishment on him for his previous crimes.

The offenders would still have the sexual drive and still have the violent urges against children. They could still kidnap and molest and torture and intimidate and murder their victims.
Lock them up and throw away the key. They still might get loose. I would vote in a positive conviction that they get the death penalty. They are NEVER cured and ALWAYS repeat their crime. I agree with the child molester part. However you can not compare them to dogs. Dogs are shaped by the humans or lack of of humans around them. Dogs learn to either love or fear us based on what we do or fail to do. I rehabilitate abused, abandoned, and dogs that have been taught to be aggressive. None of it is because the dog has done something wrong, it is always the human who is at fault.
When they found Vicki’s skull, they said a witness had seen him go into that area with a child and then come out alone. Why in the hell didn’t they say something to the police bc I’m sure his face was plastered all over the news??
Because many people living in those areas have drug problems etc. and avoid contact with the police.

The agent that found the paint on the mailbox post was a genius!!! The coach was also on his toes to write down the plate number! The FBI and law enforcement deserves kudos for their wonderful work on this case. The monster was taken off the streets and saved unknown lives of other children
Am l the only one who feels kudos to the young boy who witness the kidnapping. He told the police that the car hit the bike. It was this info that connected the kilker to the missing child.

He remains on Death Row. Atwood got married, at age 35, on Dec. 17, 1991, to Rachel Lee Tenny, 29, of Tucson. The marriage, witnessed by Atwood's mother, was performed inside prison. If I live to be 500 years old, I'll never understand these kind of women.

He called the police to say it was his car, being used by his daughter. He didn't know she wanted to blow up the cathedral. And I thought to myself this was a real, proper father. But it must be heartbreaking to turn in one's own child.

I've always believed that anyone who fails to disclose the location of their victims should not be entitled to time off for good behavior, parole or any comforts in prison. They should sit in solitary confinement with no books, tv or anything else. They should pay a huge price for their silence. Sadly we live under a criminal justice system that says it's not a violation of a person's human rights to sentence them to death, but it is a violation of their human rights to take their books and tv away from them.. Go figure..

This apology for a human being had been paroled only five months before he murdered this girl. He had served only three years for a sexual offense against a young boy. The time has come for members of parole boards to accept responsibility for their decisions to release paedophiles from prison.

Because of something just like that here in Pennsylvania many years ago now for someone to be paroled it HAS TO BE A UNANIMOUS DECISION BY ALL MEMBERS OF THE PAROLE BOARD! Someone was released and then killed someone not long after making the law as such as it is Now!
The fact that Frank's own mother wanted to just bury her head in the sand is maddening to me. I'm so glad his father turned him in. Truly an upstanding dude in this situation.

I was 12 yrs old and living in Tucson when this happened. My younger cousin was friends with Vicki Lynn. She still posts about her on the anniversary of this. You didn't live in Tucson and not know about & be affected by this case. It was tragic and terrifying.
Also this mom isn't a bad mom. The 70s & 80s were a different time. The rule was don't talk to strangers & be home before dark. That wasn't a small portion of parents it was most parents.

@@berninyberg8765 yup. There was even a known convicted child molester who lived close enough to my childhood home that I could see his house from mine. I was friends with his nephew. The rule was, stay away from that house, run if you see him , be home when the street lights came on. I'd ride my bike all around that neighborhood. It was a very different time for sure. I feel bad for Vicki Lynn's mom, you know everyone judges her and you know she probably also beats herself up about letting Vicki Lynn out of her sight. She doesn't need or deserve that judgement. 🙂

Given that this was Vicky's Frist adventure out on her own, just goes to show how protective the mother was in this case at that time.

It is so wrong that he was let out of prison in the first place. Child abduction shouldn't be pardoned. If he had been given life the first time, this would never have happened.
If you guarantee life you are encouraging abductors to harm their victims. For instance, if you ensure the harshest penalty for just kidnapping alone, then the abductor has much to gain and little to lose by killing the child. That’s not the behavior you want to encourage.

@@inkyguy And yet with shorter sentences more of these monsters are let back onto the streets and statistically speaking, unless someone cracks the case immediately, the kidnapper usually kills their victim. I doubt very much sentencing encourages or discourages these monsters from doing what they want to do, if it did, they wouldn't do it in the first place.

Atwood's mother, by agreeing to wire her monster of a son money, could very well have seriously hampered his apprehension or even allowed him to get clean way. Thankfully her husband did the correct thing and contacted the authorities. She knew why the police/ FBI wanted him in custody yet she still preferred to help him! What a sick individual.
It's hard for a parent to let go of their child. If you were put into the same situation they were, you would also have a hard time deciding.

@@TheSP33DFREAK nope. I have 5 kids. I taught them right from wrong. I told them they can never do anything that would make me not love them and they will have my support, but if they do something wrong, they have to accept the consequences for it. When my oldest son was 4, he stoled a candy bar from Safeway. I didn't know he took it until a couple hours later when we got home. I explained to him that he knew it was wrong and he had to go back to the store and tell them what he did. He asked me if he was going to go to jail and I told him I didn't know what they were going to do, but he will have to deal with whatever they do, but no matter what, I would support him through it. The manager was an awesome lady who had raised 6 kids and appreciated the lesson I was trying to teach him, so she told him if he picked up the garbage in the parking lot for 30 minutes she would accept it as payment for the candy bar. I paid for the candy (I didn't tell my son) and I held the garbage bag, as he picked up the garbage. I explained to him that I love him, so I will support him (by holding the bag), but he has to pick up the garbage because it was his consequence for choosing to steal. My son is 24 now and to this day, he still thanks me for that lesson. If he was to commit crimes, it would be handled the same way. I would visit him in prison, pay for an attorney, put money on his books, etc.... and support him any way I could, but he has to do the time because he chose to do wrong.
I worked in a prison and psychologists do not believe that pedophiles can be rehabilitated. Those that release them should be held responsible for the crimes those perverts commit. That would make them think twice. Or if that happened to one of their children.
Who keeps letting these guys out! Whoever let him out should be jailed themselves when something happens. Ridiculous and it's still going on now. So pissed.

When i was 12 i ran away alot and my mom put me in Tucson Psychiatric Institute (a very popular place to put your unruly kids in the 1980s lol). Her mother was in there for a nervous breakdown after she went missing. I saw her crying in the cafeteria over her breakfast plate. We all knew her daughter was dead. She knew, too. Fuckin tragic. I never ran away again. I never took my mom for granted again. Ill never forget how gutted i felt after seeing this woman.

He molested a little boy and got ONLY 5 years, and then was let out after 3? My goodness, I'd expect to get that if I slapped someone over toilet paper. I can't imagine the grief of losing a child like this. I let my son walk to the nearby shops a few times when he was 5, and I often shudder at what might have happened if the wrong person had seen him. When we were little, my sister and I rode our bikes all around the streets of our neighbourhood in the early 80s. Poor little girl!!! So glad they caught him ... again.

In the 70's we played outside til dark. The 80's started it all. Now in 2020 if your grandkids accidentally walk outside and shut the door, you just about have a heart attack before you get the door open! Humans are a terrible species.

When my daughter was 13, she disappeared from the house where my sister and her state trooper girlfriend were babysitting her. I was in the hospital at the time, I pulled my 2 IVs out and ran out of the building and my mother and I started the search. No ONE had seen her or talked to her. Called police, troopers, this went on for 5 hours. I've never felt pain like I did that night, my heart was breaking, I literally felt chest pain. FINALLY a friend of hers told me she had called an Uber, used her Nana's cc# and rode 3 cities over. OMFG finally got her home. The relief was unbelievable.
I cannot fathom this mother's pain. Just the few hours I experienced took my breath away, I cried until no more tears came out. I was readying myself for the worst.
There were at least 8 police officers at my house waiting to talk to her and they all explained to her what she put me thru doing that. I was really thankful they had immediately come out to search AND to let my daughter know how dangerous that was. One of them explained a story of a killer Uber driver, he told her she could've been taken advantage of.
Fast forward to last year and I'm now a survivor of human trafficking. Even when I was taken, the only thing I cared about was getting back to my daughter. That's the only reason I had the strength to escape.

When a child is abducted, the chance of survival is extremely low. Listening to the mother, I almost had a good feeling that she was going to be found safe. As day turned into night, then morning of the next day, I knew she wasn't going to be found alive. Those sicko's that grab the innocent for their own self gratification shouldn't be allowed to sit on death row for years. A date within 1 year should be set and carried through. They should not get a chance for any appeals. On death row, their cells are nicer and larger. They have their own tv's and microwaves. Chow is delivered to them and some even have animals. Nope--should not be like that.

It might seem odd unless you’ve seen smiling/laughter as a defense mechanism before. It may be cultural and regional. When I see the mother speak I see a tremendous effort to keep herself together, to present a positive image and not to emotionally collapse to the pain she’s feeling. You can see her trying not to express the pain and sadness. I have known people who use this defense mechanism so she didn’t seem odd to me at all.
And still, there are those who oppose the Death Penalty.
I go back and forth about the death penalty. There has been a lot of people put to death, that were later found to be innocent. If there's 100% proof they did it, I have no problem with the death penalty. The problem is, some of the innocent people put to death, appeared through evidence to be guilty. Mistakes are made in labs, cops can be corrupt (especially in small towns), witnesses wrongly identify people, jurors are paid off, etc... The documented amount of innocent people being put to death is extremely low, but 1. One is more than enough and 2. That's documented cases. Who knows how many undocumented cases there are. That's the only reason I second guess the death penalty. There was a man in Texas who was proven innocent a couple weeks before his execution date and was still executed because the governor didn't give an order for a stay of execution. That's straight fucked up.
Im FOR the death penalty. My only problem with it is that too much time is wasted by allowing appeal after appeal for MANY YEARS. I personally think that if someone is sentenced to death, it should be done as immediate as possible. I also think PUBLIC executions should be held in cases like this one. --- my opinion
