Imo this is suboptimal. The most cost efficient way of adding armor to a division is to have unarmored mediums making up most of the numbers and having one single armored heavy tank, tank destroyer or SPAA battalion with high armor to bring the average of the division up. Mediums that make up the bulk of your tank division should focus on optimizing cost efficiency, firepower, breakthrough, and reliability in that order
Regular tanks should be unarmored mediums and focus on cost efficiency (so (improved) medium cannonsand extra ammo storage for bt/def or hmgs if you really want the extra SA). You can get excellent designs for under 10 ic a tank that will last the entire war (imp med can, extra ammo storage x 2, easy maint, radio)
In fact in both single and multiplayer, i produce only basic mediums through most of the war until my research slots free up, and focus my research on rushing up 1943 heavies so i can add one jagdtiger heavy TD battalion to my cheap medium divisions so that they’re all unpierceable (don’t even need 1943 tech for single player).

Takes so far as I am watching the video (considering this as a strictly anti-AI build):
    1. I wouldn't say the Tiger design is bad per se, but it is definitely suboptimal. Since the AI will not use tanks at all for the most part, I'd swap the Improved Medium Cannon for a Medium Howtizer (more soft attack), the Small Cannons for HMGs (no Reliability, Speed penalties for just a little bit less SA and HA, but HA is almost useless either way in SP, also way cheaper). Also with the newfound reliabilty, I'd use Gasoline Engine and Christie Suspension. The rest of the points until I hit about 90-98% Reliability (depends on how many tanks the divisions will use) I'd put into armor, for more Breakthrough and Armor.
Also I'd drop the 3M Turret for a 2M, for more Speed (Breakthrough should be high enough, especially if going MW). P.S: I really really dig the Riveted Armor
    2. Same with Panzer IV, some changes could be made. In order not to repeat myself, same changes as above. Since you can only have 2 Secondary Turrets, not 4, I'd use 2 HMGs, Armor Skirts and either Machine Guns or Fuel Drums (specifically if I expect to completely wipe the enemy and I want to perform deep spearheads into enemy territory). If I had leftover Reliability after maxing Engine and Armor, I would swap the HMGs for Small Cannons.
    3. Heavy Tank Template. Recon is a waste of Org and a Support slot. I'd change it for a Medium Flame Tank and Support Artillery companies. The only plausible reason for using Recon on a tank is for the Speed buff, but even so a) it doesn't make sense on a Heavy Tank and b) Armored Cars offer better bonuses.
Org is very low, though it being a Heavy Tank div with such high hardness I'd argue it's not that big of a deal as others seem to make it to be. Armor is abysmally low though, so the changes I mentioned aboce should correct that. Breakthrough is way way more than a division would ever need, Breakthrough and Defense provide no extra benefit once they surpass enemy Attack
    4. Medium Tank Template. Same points, swap Tank Recon for Medium Flame Tank and either Arty or Armored Car Recon. Breakthrough stupidly high at this point, I'd say beyond 500-600 in my experience is overshooting it. I'd rather have more divisions with cheaper tanks with just enough breakthrough than fewer divisons with more expensive tanks with more breakthrough that they can use. I would either severely reduce the breakthrough of the tank, making the changes above, or including more Mech and less tank (especially since the Org is kinda low for a Medium, since a Medium, unlike a Heavy, is expected to move deep into enemy territory)
P.S: These are just my opinions based on my hoi4 experience, there is imo no such thing as a "perfect" anything in this game, but these feel like some sensible adjustments to your templates. Also full disclosure I didn't watch the full video, I just kinda skimmed through it to see the templates, so if you said something that I mentioned here mb. Peace

In terms of production multiplayer or single player, mediums are better. It's easier to field many of them vs heavy tanks and so if they get encircled it won't take you a year to rebuild your tank force. In the case of multiplayer it isn't a complete game loss.

It is "perfect" but for normal difficulty single-player Germany, to be able to produce these many 1940 tanks, you have to deliberately try not to conquer the world. A Germany player could produce 6-8 "okay" medium divisions and world conquest ends nearly 2 years if i start around 39.
I am not sure if i ever produced mechs instead of trucks. So, i think there is a residue of multiplayer way of thinking here.
I don't play on elite but i assume on harder difficulties it should be even worse to wait for ai to develop themselves with buffs and all.

To be critic, you're making quite costly builds to my opinion (the heavy ones are good, but the medium are a bit too much), and maybe your templates don't have enough organisation.
But, overall, you're making a lot of sense, this is a great video, also because you're taking into account what the AI is bringing to the table.

I am still watching, but why no radio on the heavy tank? Radio 2 is the bear minimum I put on my tanks cause it improves your stats so much.
Also, why don't you use more of your reliability? Keeping it at 100 feels like a waste. You can make them even better.
If this is for SP, then why don't you just make Medium SPA? They have massive soft attack and I think they are cheaper to make IC wise.
Also it seems that despite having less tanks, the heavy tank division has more IC requirement than the medium tank division. By like 2K extra IC.
It is also better to go motorised recon as it gives you more recon, and the extra few points to breakthrough and armour are not really important.
The Organisation on those divisions is also terrible.
Add Medium/Heavy flame tanks. They give massive bonuses on all terrains, especially important for heavy tanks since they suffer the most terrain penalties out of the 3 core tank types.
