What the narrator meant was that Serotta does not use a file to cut down a carbon lugs. That is, the carbon lugs are all precisely CNC'ed using the computer. He never said anything about sandpapers and carbon forks. And I would not worry about Serotta fork fabrication. Their head fork fab guy (forget his name) was a former head guy at Reynold, and he's considered one of the best in the industry.
