Move Speed is "ok". Its 8% though so don't get to excited. One paladin will get dazed and die running from things that can kill it (aka large packs of mobs). The other has like 3x the effective HP and can just heal / walk out of such things dazed the entire time... its kind a gross.
I wonder why you don't mention Verigan's Fist? Or maybe i missed it. But nobody cares about smith mighty hammer. Verigans fist is GODLIKE. You feel sooo strong from 22ish-30

So if we go retri as you show in the video you get - Mana reserve with benediction - Deflection - SoCom if you happen to find a slow weapon - Pursue of justice (huge for leveling) - Civiction = crit chace (you will never get that crit chance so early) - Improved Retri aura (big dmg when you go with 1h) You are 29. You can play with both 2h or 1h/shield (whatever you find best or buy anyway). Why would I respec at 31? Just to get BoS is better than all this utility and damage you get from retri tree? I would go on and get Reboubt/precision/Guardian's favor. And maybe...maybe at 42 with BoW I would respec to prot if I feel my killing time is not good enough and taking more mobs might be better. Since we are talking about HC, I think I will pass on all instances as I level.
Seal of Command is 7PPM reguardless of weapons speed. For example. Its 46% Chance to proc with a 4s Speed Weapon and 23% with a 2s speed weapon. No need to use Slow weps with Command. Going Ret if you know what you're doing is FINE. Waring Stam / Int gear mostly and judging on CD is probably your best bet DPS wise. I think I tested it and could look it up if you like. Stam / Spirt / Int gear... aka a Mix is Really good, but in that case you don't judge on CD... but you use Might instead of wisdom. The Stam / Int also lets you use Might which is nice though. Keep in mind you get 10 hp per stam, 15 mana per int, and a WHOOPING .14 DPS per point of Str making Str pretty useless without gear. Holy / Prot... Stam / Int build is just a well rounded MONSTER... but isn't "Objectively" superior to Ret and 2 hander. Both have the same kill times effectively.

That's a VERY deep answer but in general Command don't care about Wep speed just the damage of the wep. So weapon progression is just "Hight DPS = Better" SoR weapon progression is Knightly Longsword at level 33 and... nothing else. And mean NOTHING else.

2 handed weapons will get you killed in hardcore. Fine outside of HC. 20% of palaldin players likely die just trying to get Verigans Fist
