It might be one of Costello’s most defining pieces as well as his most rock ‘n’ roll song. Simple and straightforward❕ A prime example of the English musician’s witty wordplay, “Pump It Up” is sheer frustration, the lyrics being a pun for the speaker’s desperate pleas for both sexual release and the raising of the booming music he’s overwhelmed himself in.
Worth mentioning : Madonna learned to drum by playing along to this very tune.

It's actually less straightforward than that. Costello is lampooning and satirizing the excesses of the sex & drugs rock and roll era, which he saw continuing into what was supposed to be the "new wave." He's not making a "plea" for anything, he's making fun of that whole attitude.

I waited on Elvis when I he and Diana were in Portland a few years ago. I tried to tell him that he literally saved my life, I'd discovered his music during the disco phase, and if it weren't for him, I swear I'd have slit my wrist. I met Joe strummer, Joey Ramone, etc.,and saved myself from a horrible, horrible end.

From the first time I played the album, this was my favorite song off the This Year's Model. Used to play it over and over again. Must have been around 1978 or 1979 when I saw him live and every song was great!
