Fun fact: You too can catch legendaries before the first gym.
All you need is the expantion pack.
Then head on over to The Crown Tundra.
Turns out you don't have to win against Peony.
So just enter the fight with him and loose.
Next you gain acces to the dynamax adventures and the legendaries within them.
Since it counts as a caught Pokémon they even listen to you without earning any badges.
Ofc this is super busted so I'd recommend only doing this for fun and not a serious playthrough. ^-^
