These are manual therapy skills which one can learn under the guidance of a clinical practitioner who is practicing it.

Self study, reading books, applying the same practically and mastering the techniques, taking help from seniors when required,
Attending good quality workshops etc.
Techniques are not learnt but the concept of the technique is understood so that one can design a technique of his own also by certain modification.
Learning palpatory skills is most important to master manual therapy techniques.
