Although anyone who is familiar with the book that House of the Dragon is based on was going into the season finale expecting for Lucerys Velaryon to die, the TV adaptation put its own twist on Fire & Blood and made Luke's abrupt death accidental instead of intentional. At first glance it's an unexpected and somewhat strange plot twist, however, author George R.R. Martin has actually been laying the groundwork for something like this to happen for decades.
