    The original video script included a part discussing the pre-order bonus of three historical characters. This pre-order bonus caught a lot of criticism and has since been folded into just the regular DLC content, so I removed that segment also.
    All in all, I am rather unhappy with this update both in what it offers, but also its execution. What are your thoughts?

      I don't have vic3, but after seeing a great free update like the one for CK3 recently, it makes the vic3 update look even more dumb, since it seems to be possible for pdx to release great free updates in their other titles.

      Read the patch notes and it didn’t seem like it improved any of the parts that held the game back for me, so I didn’t even try it. Excited for the 1.4 update though since I think they’re tackling diplomacy.

      its been very interesting watching OPB go from one of the most vocal supporters of V3 to one of its most vocal critics. Going from crackpot theory and all its surrounding conspiracies to scathing critique is really just fascinating. Really shows how PDX is fumbling the bag with its fanbase

      @@azrulashraf00 that's great! same for me and eu4, I love the direction they've been moving in, especially after turning around from a string of pretty lackluster and negatively received DLCs. If anything, it makes it all the more frustrating watching other titles move in a positive direction while V3 just keeps stumbling

      @@ConductorWHaP you make it imply like nowadays OPB spouts nothing but criticisms. That is not true. It's just that he will criticize something when he finds something really wrong. Take for example his positive review for Tours and Tournaments recently and before that his mixed response video on a Voice of the People Dev Diary. He is just being objective in his case and I've never seen him spout "crackpot theories for shills".

    My first game with French in the new patch. By 38 Napoleon was on the throne, it was absolutely great. Then around 40-41 2 agitators appeared out of nowhere and almost instantly revolted the society which had been completely calm, i managed to calm that down . Then between 49-50 Napoleon appeared as an agitator and he too started to revolt the people while he was emperor.

    Okay hear me out, I know people have uhh mixed feelings about Vic 2's newspaper feature, but I think if they primarily served to give you little updates on agitators and revolutions and were designed well they could be a viable solution for at least part of the problem of historical narrativization

      Also as far as Jeffersonianism goes, I think a good way to implement that would be provincial caps on industry levels, a build limit, which in general exists nowhere for urban structures...which is a bit odd. I get factories don't take up immense space and that natural resources aren't spatially but quantitatively limited...but it's still a bit odd that every province has room for infinite urban growth in terms of physical buildings

    Great breakdown of the problems in the free patch, though the decline in performance is such a huge problem that I don't think you touched on. Numerous bugs as well and CTDs that I've never had issues with before. It just feels like every step forward with a new patch is accompanied with a step backwards

      @@pmbartoli919 I would say so, yes. Might even have to wait for the 2nd post update patch. My experience w/ Paradox games is that all the smaller bugs get taken care of in the first patch, then the larger, performance degrading bugs get fixed later.

    I think even 4/10 is too generous. The root of the problem, I think, is the idea of launching a “flavour pack” when the current state of game seriously lacks satisfactory mechanisms on politics, diplomacy, culture/ religion to properly implement flavours. It’s impossible to have an immersive representation Dreyfus affair without a serious addition of mechanism that deals with cultures and religions; similarly, it’s impossible to represent the challenges faced by French government historically in Algeria without dedicated mechanism that deal with guerrilla warfare, ethnic separatism, and military garrison to suppress them--It’s more than you wiping out a bunch of irregular infantry with your more “advanced” troops; To have a better representation of “divided monarchy” requires a dedicated mechanism that deals with various aspects of monarchism (beyond a click in the changing law tab to abolish/restore monarchy)… The idea of flavour pack that aims to cover different and complicated aspects of historical France, all of them requires serious rework of core mechanisms, was doomed from the start.

      this is so true. i’m hoping they have been working on the next big patch and dlc which has major foundational reworks to diplomacy in parallel with this one.i love the game, it has so much potential, but they need to foundationally change diplomacy. if the next dlc is another immersion pack i will be greatly disappointed

      Yeah, I really don't like the Cultural conversion, it isn't fun nor does it feel 100% realistic.
      I think CK3 and it's Culture Hybridization and Culture Diversion have the right idea and that the rest of the games from Paradox should adopt them.

      who fucking cares about "culture/ religion to properly implement flavours", this is not EU or CK, HOI doesn't have such a thing, what they need to do is improve warfare, economy and diplomacy. We are in the age of "reason" and Enlightenment plus the Industrial Revolution, that is what they need to improve. Culture and religion are only and barely "flavour".

      It is because paradox CZcamsrs think they have some sort of power over these big companies. If they see no one is playing Victoria 3 they'll let the game die and put their resources into games they know will make them alot of money. Like I promise you people like isp are dumb thinking a crusade against Victoria 3 will do anything, if they really wanted change they should've stopped playing paradox games altogether and then I'd respect them or believe their crusade. If paradox sees everyone is doing that then they'd have a reason to change something

      Imperator was a design failure from beginning to end.
      Victoria 3 is a different case ; it's more comparable to Stellaris, and in fact it has very similar issues as Stellaris at the beginning. It may take a few complete overhauls, but I don't think they have reasons to abandon V3 so soon.

    Harsh words, but very true. This expansion and patch go against what Paradox outlined in Dev Diary #0: Vision. The key pillars are not here. It's a platform for "choose-your-own-adventure" and not a society builder. It feels more like a HoI4 mod than a Victoria 3.

      The problem is that there’s a large segment of people who think that the most important thing in a PDX game is that it’s a sandbox with player agency- by which they mean they should be absolutely unrestrained by any degree of historical feasibility or plausibility. Combine the idolization of what some morons call “alt history” and you get modern PDX, where half of the content for any game is to make it possible/easy for countries to do absurd things, which by necessity means that they have to nerf historical factors, since if you had to actually deal with real limitations people would screech about a lack of agency

      I mean, Stellaris abandoned its core pillar of "one man doesn't decide everything in space" with 3.8, so I don't think PDX really cares beyond making every game what sells best (CK3).

      Victoria 3 never had potential. It is basically a Factorio emulator running on a Clausewitz engine. The game I wanted was EUIV with nationalist uprisings and a moderate amount of historical railroading. The game as it exists is a grand strategy game that thinks its too cool to be a grand strategy game, but also can't be bothered to make the AI half-competent at the non-wargame elements.

    It was largely my worry about agitators. While they can be pretty cool, a magic button to spawn a movement is not entirely what I would want.

      It seems like such an easy, obvious thing that you could just integrate the agitators more directly with the existing interest group system and have them just randomly travel around the world, so that instead of the Brazilian Trade Unions being led by some randomly generated dude when the last randomly generated dude dies, you instead suddenly have Lenin pop up unexpectedly and take control of the movement, pushing it in a potentially radically different direction.
      But instead they just kinda exist parallel to all of the normal party and interest group structure, simply standing there and radiating agitation/reform just by virtue of their existing, all on their own.

      He is the proto-typical Bavarian. They speak Hochdeutsch (the equivalent of Queen's English across the channel). To me they combine the German drive for detail into their speaking of both German and English. Maybe it has something to do with those flowers in the Alps 😁

      Not a lot. I've known this since the dev diary where they stated that warfare would take a backseat as this was a peaceful century, when it was infact one of the most bloody in human history. Unlike thier other historical titles where I feel the passion for the history this game lacks that and seems to just be a cynical cash grab.

      You haven't noticed this before? Religion, Christian Democracy and Conservatism are barely modelled in the game. It was the third large ideology of the era. The Devout IG is a wet blanket. And that's just one single aspect.

      I assume they’ll only do single-country DLC’s for the GP’s (UK, France, Prussia, etc.) and maybe for behemoths like China and Japan. India, for example, will probably be covered by just one DLC that affects the whole region.

    I think that overall broken state and unbalanced nature of the update and lack of fixes for obvious problems is a very big problem that will repeat itself in the future because of their poorly implemented new system of 2 dev teams( content and mechanics) I think 1.2 fixed a lot of vanilla issues and improved the core of the game. 1.3 added a bunch of broken features and stopped progress on fixing the game and didn't integrate or use features of 1.2 because it was developed concurrently. Hopefully 1.4 nerfs agitators and improves the game mechanically again. But most likely then the next patch will again spam journal entry solutions to situations where the game could have simulated it naturally. The situation will repeat if they don't learn on the mistakes of this update and improve their dev system

      It would make sense to have 3rd team which would be taking care about integration of work products of these 2 teams otherwise this game will constantly have detached not working features with each other for the time between updates.

      @@theshadows1416 I don't think it's too bad but what's killing the fun for me is the fact that inviting agitators are just"pass any law if you want" button, so any challenge is removed from politics part of the game. (It forces me to roleplay around and ignore it to enjoy the game which is bad) And the fact that obvious issues from 1.2 (like art spam and nonsensical major wars)weren't fixed or touched at all. I hope that agitators will be nerfed so they give attraction boost to political movements, not a flat % power based on their popularity. Also use of journal to railroad politics and socio-economic processes in France(that can be simulated by game mechanics already in the game) in the DLC is in my opinion a very bad idea for the game going forwards and I hope that they change their approach in the future. Otherwise we will have another alt history event chain simulator like hoi4 with focus(journal) trees and not a unique society and economy simulator it can become in the future

      @@theshadows1416 No I like it a lot and played it to death since 2016, but it is a war simulator with very simplified economy and politics, vic3 is aiming to be the opposite, so it doesn't need railroading in form of focus trees to simulate country development

    There are a huge number of things that really frustrate me about this update.
    Sometimes the agitators just randomly show up, and now you are fighting REVOLUTIONS on the back of one guy. This especially seems to hit the AI quite hard, as I see what should be fairly stable countries constantly revolting. This also makes the Revolution events quite bad as they are CONSTANTLY happening.
    The Paris Commune is hilariously broken. In my first game in the new patch, I saw them literally spawn with all but 3 states in France.
    The arbitrary cooldowns on exiling agitators and interest group leaders is annoying. An agitator shows up agitating for a fucking Monarchy in my decades-lasting Communist Utopia? Can't deal with them even though I have quite extreme censorship and secret police.
    Finally, I'm seeing the game move in an increasingly worrying direction: arbitrary radicals. I see it a lot in the revolution events, but there are SO many things that just give a flat +2% radicals in [state/IG]. There's one event that either makes ONE-FIFTH of a state radical or 2% of the entire country radical, which is absolutely ridiculous. These people aren't radical because of their conditions or some law I passed, they're radical because I clicked a button in an arbitrary event. One second, maybe only a very powerful, but small IG is mostly radical, and then I click the button and suddenly in my 100M population country, 2 million are radical. And this seems to be the games go-to drawback for EVERYTHING now. Revolutions? Up go the radicals. Coup? Up go the radicals. Exile an agitator? Up go the radicals.
    EDIT: To say one thing positive about the update, though, on the journey to that aforementioned communist utopia, actually passing command economy was a race to keep a revolution by the very powerful industrialists suppressed until I could pass the law and their political power would collapse. Genuinely felt really tense and it wouldn't have been possible without the new revolution system.

    Your comment about agitators being "invisible" strikes true, but I think that's one of the issues that have really been buggy me since release - you have very rarely any idea what's happening (or has happened) in other countries unless you constantly check them manually. Dramatic policy shifts, new monarchs, diplomatic actions - unless you're involved or have a declared strategic interest in the area you're very likely to just not know about it. There's not even a ledger or laws map mode where you can easily check what laws each country has in each of the law areas. Which countries are monarchies? Isolationist? What country has which institutions , and what is their investment level in them? What techs has nation x, and what production methods do they apply in their industry and agriculture (again, without checking each state ... )? What events fire for the AI (if any ... )? What are the brewing revolutions around the world? Poltiical movements? Etc.
    I like the game more than I should, thanks to my interest in the period and have spent 700+ hours with it (much in observer mode while working from home), but I very often feel like my country exists in a bit of a vacuum. Sure, I interact with other countries to some degree, but the game makes it much, much harder than it should be to follow the developing narrative around the world, and agitators are IMHO the latest example of that.

      Vic 3 isn't doing that good with the player count compared to ck3, hoi4, stellaris or eu4. It feels that they took some devs off vic 3 bc this dlc is really lackluster compared to recent dlcs of stellaris and ck3

      @@ivang3678 CK3 had a great, nearly perfect launch. And guess what, people stood around and played the game and stayed with it.
      Imperator had a terrible launch, and even though 2.0 patch fixed the game and made it great, there was nobody left to play it and push it further along. Victoria 3 had such potential at launch, with it being the top selling game that day over Call of Duty. Too bad they didn't let the game cook more, even today it still feels super slow and sluggish.
      I remember reading every dev diary and reading everything over a year, this is truly the biggest disappointment for me. It'll be dead before they even release the first expansion.
      Then they'll think it's because players don't like these kinds of mechanics and blame us, and return back to their tried-and-true mana system for all future games, and not consider that having a functional game at launch is what keeps players in.
      When even watching streams play the game looks terrible due to stuttering and lag, of course no interest will remain long term.

      In one of the pre 1.3 release dev diaries they mentioned the Vic 3 team has expanded into three separate sub teams all working to bring new content and ideas to the game, I think PDX is looking to put in work on this one and isnt just gonna cut the cord like they did for Imperator. I sympathize with you though, this community is really haunted by the specter of Imperator lmao

      Imperator was an experiment by Paradox, Vic 3 is part of the "Flagship" titles of Paradox so it's more difficult for that to happen. Imperator was literally born dead, it literally had nothing and it wasn't even replayable.

      @diewott1337 Imperators player numbers were diabolical yes. At the end of its supported life it had around 400 active players. Stellaris ruetinely had over 20,000 for comparison.

I've been following you (love your videos! you helped me to understand ck2) and your VTM mod with interest and have always wondered if at some point the mod would allow flavor content or anything comparable to expansion pack content. Now that Voice of the Peoples is available, and seeing your opinion (which I agree with), can we expect a radical change or not of the criticized content and thus have unique content in VTM concerning for example the Rhine crisis or the dynastic crisis?

Divided Monarchists has already received an initial revamp where the different monarchist streams will split into different parties, but Doodlez - the amazing modder that does a lot of work on VTM - is looking towards a proper revamp of the progress bar mechanic!     When I saw the Banned Industry law, I thought it was laws involving non-Western nations, which would create a totally different gameplay for these nations like in Vic2 where you have to go to hell and back to manage not to become a colony. But instead it's just a historical misunderstanding in a historically themed game...

    Something that also drove me mad when i was playing this patch is that, as a frenchman, and especialy being a calaisien, seeing my department the "Pas-de-Calais" (that also has been fused with the department of the "north" I dont know why) called "the french low-lands" was so painful, like why pdx, why would you call it that, it doesn't even make sense, at least i would have understood it if it was "flanders" or whatever
    Plus looking at the eastern part of France, there is like 2 Lorraine; one just called "Lorraine" And the other "Alsace-Lorraine" i just dont understand why they would do this
    As it supposed to be a dlc focused on France it comes across to me, that they didn't do basic research, or even just looked at a map of france's régions and département

      Alsace-Lorraine really ought to be named "Alsace-Moselle," but the current name is so deeply embedded in pop history that it really can't be changed. Maybe the Lorraine state could be called "Upper Lorraine" instead?

    I was worried about the direction Paradox were going with DLC from the beginning. Now that I have seen they are literally planning to sell this game country by country at 20$ a pop, I am out. It makes me sad because I actually like the game and would love to see what it could become but this is just so greedy. The fact the DLC is also disappointing is kind of besides the point for me but also drives home just how scummy the suits at that company have become.

    People like Rosa Luxembourg became relevant because they lead interest groups of political parties that were kicked out of the government or were otherwise closely tied to early parliamentary politics. Early parliamentary politicians saw violence as a tool to achieve political goals and thus you reach to tragicomic situations where 3 different socialist organisations are killing one another on the streets of Berlin right after WW1.
    Divorcing these important people as separate individuals doing crazy actions regardless how their associated political wing is faring, isn't right way to implement them. In order to get this done correctly, one would need to have a system where any political group could dissolve into several different groups that would have ability to threaten existing power through violent coups. It was only after the second world war since western nations abandoned street violence as a form of conducting internal politics.

    I hate the way agitators were implemented... You can't invite them if they stem from population groups that you discriminate against, but the only real use case after the radicalism trait nerf is to pass more lenient citizenship laws.
    Also I haven't even industrialized, sit on 200M GDP and pops go crazy about establishing a Council Republic. In 1855. Knowing full well that my customs union which is making me the money to finance socialist adventures is gonna fall apart in an instant. Guess I researched the shit wayyy to early my bad.

    In my opinion, French content is way too straightforward. How is it possible to just press a button and put a IG in power in order to cement the reigns of one of the dynasties. Moreover, there's really not much content for the French republic even though it lasted (1870-1936) for 66% of the game, that's literally not excusable.
    Such an update should have implied much more depth concerning revolutions and radicals, for exemple with the springtime of people. The fact that agitators are only able to launch political movements is very insufficient. With an update supposed to address problems concerning revolutions and radicals how could they not include some national agitators, in order to deepen unification as well as nation states independance.
    I think it's mostly empty and really doesn't deserve its price, since anyway the most important part of this update is free.
    I'd like to thank the Modders who create better content than paradox :
    - Without being paid
    - Dedicating their free time after they work
    - Delivering us much better and deep content than Paradox
    - Having less tools
    - Having no budget

      Hell, the "choose your dynasty"-button press feels like I'm playing HoI4 picking the branch of a focus tree, when I instead should he able to influence it through event choices and interacting/building my country and society.

    I didn't buy the dlc because I don't think the features justified the price tag. Having playing 2 partial playthroughs so far, agitators seems so inconsequential, it just doesn't feel like they do much so I wasn't interested in paying more for extra historical agitators.

    Kind of surprising that Paradox can't figure out how to put out competent DLC across all their games. They've done so much by now how can they let any DLC fail so badly? It's almost like they set a price for their ideas and never adjust it based on how much content they eventually put into it.

    I started a game as Prussia and declared war on Denmark with the wargoals of liberating Schleswig and Holstein. When the war began, I could not attack Denmark through either Schleswig or Holstein, because Denmark did not call them in and I could not force them into the war.
    Then I closed the game.

    I knew I wasn't gonna like this patch when I heard they have 3 teams working on Vicky updates+DLC, and that patch 1.2 was made by the "technical" team (programmers and systems focused designers) team, while 1.3+DLC were made by the "art" and "flavour/history" or whatever the last one was called. In essence the art team does what it says and does it good, but you know, it should be a supportive role to the content creators.
    The third team however is just the first one without deep understanding of the game and it's systems, it sounded to me. And now according to OPB they don't even genuinely understand the history and flavour the tried to implement, getting ideologies and laws wrong...
    Fucking hell just double the team that made patch 1.2, it was excellent.

    I have issues with the German unification… I noticed that it seems to be impossible to form the NGF, absorb the German minors and the Schleswig Question JE seems to not really work? I take/liberate/transfer subject Holstein and nothing seems to happen… anyone else having these issues? Or are my 2 saves bugged?

      It is a vanilla bug, you are correct! The problem with the journal entries in vanilla right now is that, if you take too long for the Schleswig-Holstein question, the second JE (German National Idea JE) has its completion requirements fulfilled, which makes it instantly delete itself without activating the NGF JE, effectively locking you out of it.
      It's fixed in the Victoria Tweaks Mod, just FYI!
      But yeah, that's the issue there.

    It’s a real shame. After they dropped tour and tourney I immediately dropped like 100 hours into new games. Even after idiotically switching to a crusader king like a fool. Like many, I hope, and am confident as this is a flagship series, that it won’t go imperator.
    At least it’s not CA dropping another demigods and robots total war “historical” title.

    I like that they've made agitators something in the base game too. Unlike hoi4 where spies and designers are entirely locked behind pay walls. The variation in laws also gives farther ability for people who want to play to make oddly unique states. The fact that the paid content is basically just France flavour content, i can see why people who pay will be pissed. Considering they've basically be working the base game flavour content since release to make kt more appealing its not the best move to smack GP #2's behind a pay wall this early.

    Unfortunately, I have pretty much stopped playing this game due to the performance issues that begin on high-end systems (on RX 6900XT, i7 12700k, 64 gb Corsair Vengence RAM, Samsung M.2 980 Pro) starting in the MID GAME of the 1870's. Some of the lag previously was from pure laziness from the devs, like the stacking buildings in production each getting their own uncompressed sprites in the UI at the top-right of the screen. I bought the special edition and have this DLC for "free", but don't even feel interested in trying it. This is the fastest I've dropped a Paradox main title, I even stuck around in Imperator Rome for longer since I love the time period and only left that once all modders quit.
    I have about 200 hours logged in, but will probably not play it again due to how frustrating it is to play. I got back into EUIV after a few year break and just feel spoiled for how well it plays, even with tons of mods added.
    Victoria 3 has so little flavor that it just feels boring to do anything once the initial honeymoon period ends. I don't really feel like the U.K. is really the U.K., or France is truly my rival as Prussia. It's just a sandbox of 1836 with nothing pushing anything historically.
    If I get an itch to play this era again, I'll probably go back to Victoria II with the Great Flavor Mod. It makes the amount of "flavor" in this game look like a joke.

      Imperator’s modders never quit. Invictus is still actively and regularly updated, along with dozens of other mods, some new and some old.

    I'd like to see some a change to war to enable us to get more regularly-sized fronts. I see some wars devolving into 4-5 fronts in a tiny area with fronts popping in and out of existence frequently, and other wars having 1 gargantuan front across an entire major power like Russia. Neither really makes sense. The latter especially sucks if you need to capture a specific reason to get ticking warscore, but you just have one massive front that takes a very tiny random piece of land every few months. Blech.

    Really good overview I was feeling pretty positive on the ideas of this but the actual implementation seems weak. Hopefully at least some of the more bug and AI stuff gets fixed.

    I enjoy the new update, like most of the stuff, other than balancing, at least in my case didn't bother me, like it wasn't good but it wasn't problematic.
    I think with some UI changes so you can follow agitaitors and a balance patch for agitaitors, coups and petitions this can be high 5 out of 10, maybe six if you are like me and really like coups. I belive this update isn't that good but can be fixed with few patches to an alright level.

    Pricing is out of whack for one nation, I think that is a big problem. Compare Domination, or By Blood Alone only a bit more expensive yet it has content for what, 6 major nations for Domination and 3 for BBA? Having one nation cost £13 is horrendous, and while I dislike BBA and conflicted on Domination, I dont argue that quantity to pricing is bad.

    Since we're critiquing, they also need to add more damn lead for late game. I have to hunt the stuff like it's oil. I also want to give them credit for improving the ai, though. I'm not sure if it's this patch, but it's way harder to get away with shit. On the other hand, if they'd give in and switch to map painting and little men standing all over the place, player counts would probably double. That's just who we are at heart

    Ck3 has received some complaint (more or less deserved) for the focus on roleplaying at the expenses of mechanics and empire management.
    While we may argue if that was the correct focus for the first major updates at least we can all agree that the developer have a clear idea about what they want to do with the game which is something i'm not sure we can say the same about Vic 3.

    I would love a DLC focused on Italy and its unification wars because in its current state it feels very bland and honestly for newer players unifying Italy without playing Two Scillies is very difficult

    I thought the game desperately needs a better war system, subject management and more late game content. But I was wrong.
    What this game needs the most is a university history course for every executive management position in this game.
    From day one they fucked up this whole era. The subordination of war to society and economy was the first of a long row of mistakes.

    What a month we had !
    First ToT went from "what the fuck Paradox" to the best expansion ever released,
    And now VotP transformed from "this is going to be great" into an incredibly bad surprise.
    Agitators miss the point on many aspects, they're only boosts and cause almost no turmoil in the country. Their popularity translate into heavy support for the laws you want, just by magic, without turning many actual pops for their movement, thus you can either exploit an Agitator for free support, or outright ignore him, as the radicalism of his movement will evolve from 0 to 0.5 in 10 years...
    French events are a complete dissapointement for all the reasons you explained in your previous videos and here
    I cannot agree more with your point of view, Vicky 3 is a good game and can become incredibly great, but we have to be uncompromising and say so when something is clearly wrong.

    At this point Paradox should open a new studio whose sole job is to just work on their games' AI, because, while some start better than others, they all start as warmed over trash and maybe get better.

    Victoria 3 is a game with potential, but the PDX just release it even it is just in beta state and with the bug we encountered, it is pretty obvious that they even release their patches without any play test.

    This is one of my favorite historical periods, and I loved Victoria 1, but they're not doing anything to get me to buy this one, yet. Really hoping they make it a more enticing package because I see no reason to play this with all these broken systems when eu4 is in a good state
