20kmh difference from gps to the dash is crazy

Nothing's crazy, that's pretty normal 10-15kmh off the real gps speed from factory. The biggest off I've seen is Lamborghini Murcielago like 30kmh i guess.

It must also have aftermarket tires and rims without a speed reset.

It's allowed to be 10% difference, but if there's a difference it has to be lower, for example dashboard 100km/h the GPS has to show 90km/h, hence the 10% difference.
