again, a GREAT project! You might consider reducing the feed speed from the 'filament driver' so that the pieces of filament are smaller. Some of them seem to be coming out quite long. Perhaps a change in the gear ratio?
its amazing when youve got all the tools and technology right here in the video and you still do a hack build with a wobbly screw for a spring retainer instead of just adding a spot on the print to hold the spring...

While the idea you have with the router bit is geat, it would be more useful to build a shreder for bad printed parts and recycle them that way. Simply making pellets out of fillament seems a bit backwards unless you have an injection molder and need pellets. You can simply purchase pellets by the Lb and it would be a lot cheaper. While on the subject of recycling, I use to injection and vacuum mold a lot, years back, when I started my co, and I use to recycle a lot of the waste and bad parts using a modified high torque paper shredder.
I doubt it's to pelletize bought filament. It's much harder to get consistent filament extrusion out of shredded plastic than extrusions. Ive seen both smaller and bigger builds that extrude it first one time to get a rough filament, pelletizing that and then extruding it again to get better tolerances and less issues with bubbles for example on the extruded filament. Not to mention that if you are making blends of different kinds of plastic or colors then running it two times through the filament extruder also creates a better mixed result.
I dont think it's for shredding new purchased filament. I'm pretty sure its for remelting a spool of freshly extruded filament to reextrude it into a more consistent product
This is most probably for end of roll filament that dont have enough for any decent project.
