  • Barkha Dutt speaks to Top Bureaucrat Anil Swarup in the 32nd episode of our podcast 'Inside Out with Barkha Dutt'.
    Swarup talks about his interaction and 'disagreements' with PM Modi during the meetings, his life as an IAS officer, the 'coal scam', former CAG Vinod Rai, working under the govt of Manmohan Singh, the difference between Mayawati and Kalyan Singh, and much more.
    Anil Swarup is an Indian author and retired Indian Administrative Service officer of Uttar Pradesh cadre and 1981 batch. Swarup in his 38 years of career has served in various capacities and later went on to become the Secretary to the Government of India.
    He has served in various key positions for both the Union Government and the Government of Uttar Pradesh, like as Education Secretary of India, Coal Secretary of India, Additional Secretary in the Cabinet Secretariat of India, Additional Secretary of Labour & Empowerment, Export Commissioner in the Ministry of Commerce & Industry of India and as the District Magistrate of Lakhimpur Kheri during the Babri Masjid-Ram Janmabhoomi agitation under then chief ministership of Kalyan Singh.

    1. I am also a retired senior officer of Central Government.
    2. I am so happy to listen to this conversation. Mr. Anil Swaroop is absolutely right, honest, and bold.
    3. I admire his understanding of government working. "Develop Systems" Use technology to make systems independent of persons. Systems are secular. egalitarian, and just. They help create good vibes all around apart from the direct advantage on the particular system.
    4. I agree with him on the independence of institutions. Such voice of conscience is welcome.
    5. Ministries need a lot of expertise which they must get from experts developed outside the government System. Should only IAS officers selected through the present system occupy the top positions of government? I have serious doubts on it. Present system does not ensure only men of competence and integrity reach the top level.
    6. Thanks for sharing the "Bharat Ratn" moment. Let every officer long for such achievement.

      this developing system is concept of PM modi who did in Gujrat as CM.I am sorry to ask you and Mr Swarup a question... Why didnt you a
      or Anil Swarup broughtbsystems when you were in postions & he was in UP? He had ben DM of Lucknow.Had he brought systems people didn't have to pay bribes or dallali to get driving license (even today)...Its people like you who have lead us down...when you all had to build systems you shied away dues to personal reasons and lavk of integrity towards this nation...
      Mr Anil Swarup built the system because he was told to by the leadership.He did creat it..If it was his bureaucrat predecessors & he would have created so many a systems before coal auction system....
      Only weak people talk like that....

      Ya mr swaroop, so pappu talks with facts? He sleeps with the enemy of Bharat, it is fact which you are not sharing? Once a upon a time, congress said digitalisation xant be done especially rural India. Today most rural India people has a bank account and knows how to pay via digital. Who is smiling now? Is is easier to condemn but many who can condemn do not know how to get it done. During covid, bjp managed to contain and help build the vaksin, on top of that helped other countries. Even the great west n USA was struggling n refuse to help helpless countries, who was the one who came to the rescue? Think before you open your mouth

    Anil was an absolute delight to listen to! Very articulate, frank and convincing in whatever he said. Very objective in his assessment of Manmohan Singh and Modi. His one expression- set up good systems instead of catching a few bureaucrats for an alleged scam, is an absolute gem! It's true If even administrative decision making without a guilty or criminal intent, is shown as a criminal action, then obviously decision making will suffer. We served as bureaucrats for nearly thirty forty years and a few decisions could very well have been wrong ( in hindsight). Doesn't mean we have to be treated as criminals. Looking forward to reading his book. Well done Barkha and kudos Anil.

      This babu was earlier busy being a 7 janpath doormat and was a former coal secretary. Recently there have been a lot of IAS secretaries who have gone to jail including that IAS Pooja Singhal, Sammer Vishnoi, HC Gupta Kropha and others. Quite a few of them have been found with wealth upwards of 100 crore. . It seems this erstwhile 7 janpath doormat has been trying to ensure that the CBI/ED does not knock on his doors and he ends up behind the bars. And so is sucking up to the current regime. The state of UP has anyways seen many honest singhams bite the dust when this regime changed. Further the fact that he had stable tenures in a corrupt and rotten state like UP tells me he was privy to all that else he wouldnt have survived. Just look at the plight of a really honest officer like Ashok Khemkha

    15:05 - you cannot have something in between, esp in a huge country like India where communication from the top leadership cannot be confusing or indecisive.
    So PM Modi is doing the right things to ensure development is delivered in the country in the most efficient manner and also delivered fast.

    I salute Anil Swaroop sir. I was in a mid sized CPSU. I had few wrong and misleading ideas about how bureaucracy works at the top level. Coal scam,in particular. Excellent

    It was a very inciteful interview! Thanks Barkha for interviewing a top bureaucrat like Anil Swarup! The top bureaucrats of independent institutions should be regularly interviewed to understand how the system works. Of course after they retire from their jobs! I learned from this interview that Modi is a decisive leader who listens to bureaucrats and takes a decision once he understands that it a good for India. I hope he gets good bureaucrats near him. Otherwise bad decisions like demonetization, farming laws, bad implementations of GST would not happen. That's where we need not only a decisive leader, but also a learned leader and more importantly who respects democratic ideals and principles.

    What happened after the coal mines were auctioned? Were the mines used for supplying coals to power plants? Then why are power plants importing coal from Indonesia and Australia through Adani and paying 2 times the price? What is Mr. Anil Swaroop's solution now?

      This babu was earlier busy being a 7 janpath doormat and was a former coal secretary. Recently there have been a lot of IAS secretaries who have gone to jail including that IAS Pooja Singhal, Sammer Vishnoi, HC Gupta Kropha and others. Quite a few of them have been found with wealth upwards of 100 crore. . It seems this erstwhile 7 janpath doormat has been trying to ensure that the CBI/ED does not knock on his doors and he ends up behind the bars. And so is sucking up to the current regime. The state of UP has anyways seen many honest singhams bite the dust when this regime changed. Further the fact that he had stable tenures in a corrupt and rotten state like UP tells me he was privy to all that else he wouldnt have survived. Just look at the plight of a really honest officer like Ashok Khemkha

    When Manmohan Singh was Finance Minister and did wonderful job, he had a capable PM in Narasimha Rao who solidly stood by Singh and covered him in Parliament when others went after Singh.

Despite all ill-efforts of the traitors Bharat will continue to progress remaining intensively democratic with the motto "Sab ka saath, sab ka vikaas, sab ka vishwas" because according to the Sanatan doctrine "Vasudhev kutumbakam - the cosmos is one home" this wisdom is uplifting not only Bharat but also the rest of the world as well, through the able and efficient governance of PM Modi and his team.

    The biggest problem in out country is people at important places not voicing their opinion enough. It has been a case for centuries, we make our leaders, bosses etc too big to even argue with. If Sam Manekshaw had not spoked out in front of Indira Gandhi, we would have lost the 71 war as well.
    We got to lose our 'ji hazuri' attitude as early as possible.
