Nah man, alot of thermostats especially on s plan heating are 240 The thermostat actually energises the valves and boiler. Some modern combi stats are low voltage but that looks like a 240 one to me
They are usually surface mounted on the wall but builder probably lost the patress or broke it. Wired It would normally be 240 volts. To be less than that there would need to be a plugged in transformer somewhere and this to be 'wireless' signal

That appears to be a thermostat. Very rarely does anyone ever put a thermostat in a box. Thermostats are low voltage wires just like doorbells

Uhhh what? I'd agree for a lot of thermostats mount on the surface of the wall, but this themo obvious requires a back box or is missing the patress.
