The song is from Potemkin City Limits (2005), and the Donald is Donald Rumsfeld.
They are talking about holding him responsible for war crimes in Iraq/Afghanistan. Also I think the bigger picture
of the song, being that politicians/world leaders do not have to deal with the actual consequences of their choices.
I think outro really works as it is the last song on the album.
