Elam was the ancestor of the Persians. One of his sons was supposedly named Shushan. Presumably, this was a very, very loose description, seeing as there would be about 12 generations between Tamar and Judah.

However, the Ferrar Fenton translation correctly renders the passage as David lamenting the fact that he(and the rest of humanity as a whole) was born in a state of being open to Satan's influence(see Eph. 2:2). Nobody was ever born a sinner.
