Giving the fact that to connect to Anyconnect, I need to enter MultiFactor Authentication code.
Do you have Admin privileges to the VPN tunnels or the AD (Windows Server)? If you do, you should be able to change/update the VPN configs on the Cisco AnyConnect client.
Cisco is not connecting how to troubleshooting here

Can you share a detail checklist for auditing cisco any connect vpn...configurations, vulnerability, hardening, disadvantages, better alternatives, etc.

This is most likely caused by Internet failure or VPN tunnel connection issue. I would check your infrastructure (modems, routes, VPN gateway, client etc.).
practically speaking any users does not rights to install on their work machine due to no permission , all inbound app is controlled by packaging team. I dont think you are really understand about the work policy. your explaination is wrong.
You can allow end-users to install this software from an external file using GPOs or you can push the software from the Windows Server.
