Updated Whelen Crossbar with Strobes and Sealed Beam Beacons

I reworked my Whelen 1990s crossbar to address some quality of assembly and specification issues. It is now red/clear, still has two micro max strobes, but the beacons are now dual sealed be Austin Electronics versions.
