Frieza was an excellent villain, but when you meet him, he's already at his prime point, he owns a good chunk of the galaxy with the planet trade organization, but Cell's story was him as a cute little larva, that eventually grew until he was the badass hellspawn that he is today.

Cell is still one of my favorite Dragon Ball villains, his goal was to become perfect, and once he did he just said “aight, imma start a tournament now.” He didn’t even want to destroy the Earth or anything, he just wanted to fight!! That was before Gohan came and rocked his world til the point he wanted to destroy the world!
Perfect Cell, is by far. The most terrifying of all the villains in Dragon Ball Z. Sure, Buu was annoying, but Cell had the Z Warriors on their knees. And if it weren’t for Sixteen, and Gohan...not even Goku stood a chance.
