Is Rohan strong? Yes, it can be. Does it provide fun? Yes, it can. Does it give it to me? Not really.
Is it already in the right place? Not quite yet. It's missing options like splash and anti-spam, and perhaps a slight eco boost, for example, inflation hitting a bit later.
As usual in Anorien, there's a lot of clump and bigger battles than in a better, more open game, but a mix of mounted archers with a lot of infantry and possibly Westfolders can yield good results along with support for starting (or potentially stronger) heroes.
