You did a great job finding the direct problem Joseph, and also demonstrating a safe solution, but you also had to go and talk bad about HVAC techs, like we are all scammers so I'll break a few things down for you.
You found the problem, not the cause. Breakers don't burn like that unless something caused them to. I can tell by your breaker panel, you have electric heating, the 60 amp breaker was the one that shorted, so you probably have an issue in one of your heat strips. I saw you made a continuity video, so you know how to check that I assume. You need to check all the heat strips one by one for continuity.
You also overused the sealant you had. If you use a super-bonding sealant it can cause the breaker to become basically fused to the wires causing you to cut the wires shorter because you cant get them off. Eventually you run out of wire...
You didn't check for shorts either, while you have the power off is a great time to take an extra minute or 5 to check ALL connections to the DIRECT GROUND. You never had a lead on direct ground, and it would have taken all of 2 minutes to check every connection...sigh.
You temporarily fixed your problem, it will happen again 100% guaranteed unless you find the root of the problem, breakers don't burn like that.

      1. Not all the tests and verification I did are in the video. Yes I agree you can test short also.
      2. The issue was the circuit breaker not the AC and not heat strip. The circuit breaker can be fused also because of internal issue. That is why I used 60 Amps Siemens breaker instead of cheep one.
      3. The problem is fixed for good. Over 4 years and no issue with breaker or with HVAC.
      4. I said some HVAC tech (NOT ALL) will try to take advantage on the situation and say that the compressor need to be replaced. In the past I had quit few situations when a tech told me that the compressor or blower need to be replaced when the issue was the capacitor only which I replaced myself and also made number of videos for it.

You are likely to never have a problem ever, but let me point out that your wiring is 6 gauge which will start to melt above 55 amps, you installed a 60 amp breaker. That indeed is a fire hazard.

I absolutely agree there are bad techs out there that will sell you things you don't need, even just the small parts. We are not all bad though, I treat every call I go to as if I were working on my mothers AC. I've been recruited by those "part sales" companies and I laugh every time. I make as much, if not more than them being a legit tech rather than a salesman.
Most people in hvac are honest, though I have of course met many that are just in it for a paycheck.
Always Always Always get a second opinion, and do NOT disclose the original diagnosis, only discuss the estimated price. As a matter of fact many people scam HVAC companies that way, because 99% offer a free second diagnosis. If you legitimately have an outage, that is a way to get a free diagnosis. If you want to just make sure it's working and components are good, pay for annual inspection :)
Like I said, overall you did a great job in the video, the scammer comment irked me :)

You have an ALUMINUM BUSS PANEL this is COMPLETE GARBAGE this panel NEEDS TO BE REPLACED WITH A COPPER BUSS PANEL .SQUARE D QO OR SIEMENS WITH THE COPPER BUSS option .What you just did will fail again it may even cause the panel to short out as it melts more of the plastic away.

Please buy "guards" for your breaker panel, if you can find them for your model. there is still power coming in, at the top.
