I wasn't expecting the finale to be the second stage but it does make sense since NBC needs some time for the regular AGT 2019 season.
@Th30n3Only America doesn't vote. Some selected people from across the USA apparently vote. It's not open to everyone, just AGT big fans (however they determined that).
