As per rule 10 a
This Rule applies to traffic separation schemes adopted by the Organization and does not relieve any vessel of her obligation under any other Rule.
In tss a fishing vessel if impeding the passage of pdv in a lane she cannot slow down immediately or tawo there are other vessel behind u..
As per rule 10 e
A vessel other than a crossing vessel or a vessel joining or leaving a lane shall not normally enter a separation zone or cross a separation line except:
in cases of emergency to avoid immediate danger;
to engage in fishing within a separation zone
A pdv will prefer to enter a seperation zone or lane to avoid immediate danger rather than slowing or tawo..(offcourse she will sound signal and inform vts)

Yes Gaurav, he is saying right. Rule 8 toh apply hoga hi har jagah, magar TSS mai u can't TAWO, enter separation zone to avoid collision if required.
You can tawo bro if u don't have any option in the end
Nobody restricts u in doing tawo if required in tss
