    Sir in rule (8 f iii) it does not mention safe passage. So as per that for a CBD vessel on our port side crossing and risk of collision exists, then even in that case we'd be responsible to take action as a PD vessel. And only when a close quarters situation develops the CBD vessel will take action. Please correct me if i am wrong.

      Also to add, in rule 8 f1 and f2 it specifically mentions passage and safe passage and only in f3 it mentions only safe passage.

    Whn roc exit N ov cbd navigating in narrow channel.. On her stbd vsl crossing... Do u give 5 or more short blast before taking action

      Cbd is give way n stbd side vessel is stand on. This stand side vessel may sound 5 shirt and rapid blasts before taking action not cbd.

    I also have a question sir,
    1. Does rule 18 apply on rule 9 and 10?
    2. In a narrow channel for example, a fishing vessel crossing which is required not impede the passage of a pdv passing through a narrow channel has not followed her obligation as per rule f (1) and then ROC exists as per Rule f(2) follow the sailing and steering rules, so does this mean that the PDV will be the give way vessel as per Rule 18? is it also correct to say sir that this is not a crossing situation since rule 15 only apply to 2 pdv? please clarify sir and thank you very much!

      Yes. If fishing vessel does not abide by 8fi, later rule 18 applies. Rule 15 is only between 2 pdvs.

    Cpt,
    Considering a crossing situation in narrow channel. As per rule 8 f(i) a sailing vessel will not impede my passage ( me being a PDV navigating in narrow channel ) and SV will allow sufficient sea room.
    In f(ii) we determined that ROC exists and now SV complies with rule of these parts and she becomes the stand on vessel.
    In f(iii) Pdv determines too that ROC is existing so she takes action as per these rules too.
    So that means that PDV in narrow channel will keep clear of SV and will take action ?!
    Or
    when PDV determined that ROC exists and finds that SV is not taking action , will I sound 5 short and rapid blast ?!
    Because I’m confuse that why will i sound 5 short and rapid blast if I have to keep clear of SV once I have determined that ROC exists as per 8 f(iii) , won’t I be taking action directly?!
    Please help!!!

      To confirm whether SV has acted as per 8 f i , 5 short and rapid blasts. There is a probability that SV may take action same time as PDV and that action may nullify action of PDV. Remember HE of pdv is much more than sv

      there is no specific mention in the rules, some time back there was a court judgement which had mentioned it as 5 Nm. i.e. if the overtaking vessel has gone ahead by 5 Nm., and crosses the bow such that roc develops, it shall be considered as fresh situation. I will try and find out this case.

      Sir a few other places that i have referred for the understanding of this word have defined it as a distance at which any action taken from own or other vessels wouldn't develop a risk of collision between the vessels..... I would like to have your opinion on this defination

    Sir please clear my doubt iam so much confused .
    PD Vessel outbound on a normal passage in TSS sailing vessel crossing stbd to port
    Who's stand on and who's give way...
    So can we say..
    There is no standon or giveaway before roc, if she is impeding the safe passage and roc exist its just 18a applicable.
    Pd is giveaway and sailing vsl is standon once roc exist.

    Sir if a PD vsl is following a traffic lane and CBD is crossing from port side then whose duty to keep clear.

      1. CBD should not impedr the passage of PDV in traffic lane.
      2. CBD shall keep clear as give way vessel and
      3. PDV has obligation as stand on vessel.

      Shall is a strong assertion and in first person.
      should is used to indicate an obligation or duty.
      may is used to get permission or indicate not mandatory but probably.
      For our IRPCS, shall and should are similar, but shall is stronger than should. may can be interpreted as may or may not.

      Yes rule 15 applies in 2nd situation you r still stand on vessel but according to rule 18 it is your responsibility to avoid impeding the safe passage of a vessel CBD before roc exists after there is risk of collision CBD is obligated to keep out of the way and shall take early and substantial action to keep well clear else you follow rule 17 a ii
