No, all it does is make the tape less likely to stick to itself at the bottom of the blade resulting it peeling off and requiring a retape more frequently

yes..... there are rules regarding equipment sizes. They can be no larger than x across and x wide, or else they would carry a 72"x 48" piece of ply wood on the ice and call it a stick.
Fun Fact: They actually had to change the rules on how long a stick could be so Zdeno Chara could play.
