The amount of powder in the inhaler is very small, so you might not feel it enter the nose. As long as you are able to inhale rapidly through it, and you are priming it properly, it should be fine. You would notice an effect within a few days, but some people take up to a few weeks.
I really don't recommend using this. It's really annoying I'd rather have something sprayed up my nose and know that I've done it right than have no feeling and not know if it's even been done.

Morons, you can feel the powder. Now they only prescribe wet inhalors that make me sneeze

The wetness causes irritation. And you can feel the powder.
