The original, Chris Latta,and James Horan are definitely the best and they are also the best representations of the character (well, the original actually set the character, so...) But, as Shadowlit001 mentioned, Dr. Smoov is also very good.

Cobra Commander & Starscream voice actor Chris Latta will always be the best voice for Wheeljack. The Jersey style accent has always been the best voice for Wheeljack considering Chris Latta is from New Jersey & how Wheeljack is a Lancia Stratos, an Italian race car. Too bad the guys after him playing the Autobot never used the same accent. I bet they would've known how to impersonate Chris Latta.
I actually really liked the voice from Dark of the Moon, but since there isn't enough there to go off of, I gotta go with Primes Wheeljack. It's not the traditional Wheeljack but I like that. He was still very fond of explosives and weaponry. And even tho I grew up with Armada, I didn't like that Wheeljack. First off, he was a Decepticon, didn't even LOOK like Wheeljack, was generic as hell, and was just boring. I remember NOTHING significant that he did in the show.
Fun Fact: In the form of the people who have voiced Wheeljack, we have one Ultron, one Superman, one Sandman, one Beetle, one Doctor Strange, one Han Solo and one Cobra Commander.
James Horan is practically what made Wheeljack 1 of my fav Autobots ever, sure he's not quite an inventor and is more Drift like but c'mon he almost beat Soundwave in a 1-1 match in Prime no other Bot coulda done that except maybe Optimus
