No mystery. Israel has said it would go into Rafah from day 1. You don't put out 80% of a fire and then claim it's all put out. Just yesterday, Hamas militants returning to central and north Gaza fired rockets at Israeli citizens. Most armies would have gone into Rafah a lot time ago with no concern about civilian casualties. No other army would delay and give their enemy time to regroup, provide alternative shelter (while Hamas does nothing for its own civilians as usual, as long as they can stay hidden in tunnels), evacuation routes, notifications before bombings, even trying to consult with another country (Egypt) to simplify things.
Please find out what they are discussing and let us know. If you ask me, as you are doing, I would say, "the Safety of the people".

The Israeli suffering more they move from south on 7 Oct n then having go north Hezbollah fire from north. So thry move east but never knew Houthi attack from East.
