It boosts the exp of the entire party, that is why it probably looks like the character that has it equip isn't getting more than the rest 👍🏻

Purely hypothetical, what if you accidentally sell it and haven't saved in a few hours? Can another be found or bought?

There is a better version you can get later on in the game but it is very very late game dungeon unfortunatly.
