Basically the state OWNS your communications. You only own the portables and mobiles nothing else and pay a monthly fee per radio to touch that system.
Trunked radio save money..... NOT. of the old system was built to accommodate 12.5 kHz it would be fine. Problem is when the feds required 25 kHz to drop to 12.5khz narrowing it's path. Trs radio systems cost more in long run unless your agency has A LOT money for sites, or subscriber fees, fees for programming with the state.
