One other exception to rule 1 is when stock specification is called out. So, it means that when thickness of sheet metal is specified along with its material then the thickness dim does not conform to rule 1(i.e: PERFECT FORM AT MMC). Is my understanding correct Dean? If not, please correct it.

Yes, that is an exception, the trick is that the dimension needs to be marked as “STK” or “STOCK” on the drawing for the exception to work.
