Govt may provide reservation if u come under requisite category and govt at the larger level would try to imrove accessibility and affordability e g. Recent move to establish AIIMS at 30+ locations etc.
This way such things happen .
Govt won't help you in studying , in getting admission into best institute with low marks bco that comes under option luck while earlier mentioned things are brute luck .
