Take pics of your damages the pot hole and call the county your in report it and tell them you want them to fix it cause it’s there job to keep the road safe, I popped my tires like that on the on ramp to get onto 99 north from ave 17 in Madera ca and Chp happened to be driving by he told me to call the county I did and they paid for my tires n rims
