When he throws the right he seems to turn his shoulders more square, as his weight shifts he looks out of position but his feet knees and hips are loading his weight onto the lead leg at the same time he brings his right shoulder back to his stance. He bends his knees, drops his hips and turns his lead foot while turning his shoulders throwing the left hook. His entries with his feet hips and trunk set up the exit left hook with so much power all he has to do is turn his shoulders and let it go. Jack Slack has an article about Pereira that touches on this

The scary thing about his lethal left hook is how little wind up it has, making it hard to counter in time. How does he generate such power with so little windup?
I think it has to do with the line the left hook draws in relation to Alex's centre. Most left hooks seem to stay at the same distance from the puncher's centre (Alex does this type of left hook at 0:57). The shorter hook involves the punch coming back into the centre, as if Alex is 'pulling' the punch into himself (4:44). In this second type of punch, his left hand seems to end up almost touching his right shoulder or ribs with his left elbow pointing up and out. Its hard to describe without diagrams, but most left hooks are thrown starting and ending at the same distance as the target (more or less). Alex's short, sharp left hook starts out further than his target and ends with the fist in closer than his target. Basically, most left hook are thrown to 'sweep' through something in front of the puncher while Alex's left hook is being 'pulled' into his own right side (the opponent's chin just gets in the way of course). To demonstrate this, see how hard you can left hook a bag 30cm in front of you versus how hard you can punch your own shoulder with the same amount of wind up. This would be super easy to describe IRL but hard with words. Charles Olivera also has a similarly great left hook and he uses it to pull opponents into clinches if he misses the punch. Long rant I know, but I find his hook fascinating. TLDR: Alex Pereira is trying to left hook himself in his right ribs, but opponents' chins keep blocking it.

What I also noticed is that Alex has a very good genetics for power punching and that kinda comes out of his "lack of flexibility" in some areas of his body, for example: Look at his elbows, you almost never gonna see him with it fully extended, like if his biceps were crazily stiff and he couldn't completely extend his arms, you can notice that even in pictures that his arms are totally relaxed. Same seems to happens with his chest area, we can see he has that kyphotic posture and lack of flexibility in his chest, a stiff muscle and stiff tendon pulls back the members by itself and combined with the acceleration and proper technic it can be deadly, like Alex. You can also notice this "natural stiffness" when he throws jabs or the right cross (specially years ago in kickboxing), they look like hooks, it's like if he pulls all the punches the way you said it, even jabs and straight punches. Also he throws his hook connecting like 45 degrees on the opponents face while other people try to connect on the side of the head and putting his entire body in it, really perfect hips rotation.

I imagine it has something to do with staying in position, and he still has awesome movement. The bicep point is interesting as you use your biceps to throw hooks but there isn't really any punching movement that works your triceps (hammer fists?). So his bicep to tricep ratio could be unbalanced, leading to that effect you were talking about. Cool point. I imagine the kyphotic posture comes from spending so much time being in the 'fighting position' chin down.
