I lived in Inglewood California which is predominately black and my neighbor, an old black man, said that before my time Inglewood was a really nice place to live and was predominately white. When the county of Los Angeles started subsidizing rent for poor black people (who were poor because they chose to live on Welfare) and greedy landlords who only saw guaranteed rent payments, moved them into Inglewood. Inglewood immediately became crime ridden, especially with gang violence; burglary, drive by shootings, drug dealing, pimping prostitutes, etc.
