Your use of “evolution” and “design” interchangeably shows that you don’t understand either term. Horses and humans evolved over billions (not millions) of years from a common ancestor. Nobody designed either species.
Unfortunately, artificial selection at the hands of humans gave my thoroughbred and my anglo-arab hooves that required shoes. I now ride a mustang, and he will probably always be barefoot. In the interest of being natural, he rarely wears a saddle, never uses a bit, and often goes without reins.
