It was unnecessary imo, cause Voroshilov wasn't so much incompetent that he couldn't lead the WRRF. If you think about it, it would be even better to leave him be, considering the whole Soviet state apparatus in TNO was incompetent in compare to OTL, so Voroshilov would fit perfectly.
