How about, poorest country gets bought by it's richest neighbor? You could make it account only for net treasury size, I guess taking loans and loan size into account would be too hard to code (backrupt gets you insta bought)
Unfortunately unless something changed with the latest patch, the AI does not handle uncolonized land very well, and it would basically be free real estate for Russia if it forms.

Why not make the deleted countries uncolonized? Also should have done it like every two years, too many countries remained at the end.
