It's funny you say "he's Van Wilder" because that movie was legit originally going to be about Bert at FSU but they changed a bunch of things in the script to make it less based on real life. A few things stuck around from the Bert based script that make it obvious like both Van and Bert have roommates named "Hutch".

Its actually true story when he first told it on stage his old teacher confirmed it and posted a pic of them in Russia and he's brought pics and mementos of his time there on stage before as well as the star's and strip patch that he was talking about
He has confirmed in several interviews that this particular telling of the story is slightly modified to make a better standup comedy telling, but it is all based on real events. For example, when the banditi and the cop were talking, he said he didn't really know what they were saying, but for the skit, he made up dialog between the cop and the banditi since it is funnier. So consider this a "dramatized" version of what really happened.

After reading that, I can just imagine the Russian Mafia and Russian Cops wanted to party with him as much as all the other students at FSU did. I can't understand what he had that made him the central figure in the party, but whatever it was, he had it.
