Ireland were not favorites in this group and yet they surprised. It is true that Bulgaria's miss against Scotland in the end was decisive, but the Irish had a great qualifying phase.

Scotland also could have qualified if they had avoided a home defeat by Rep. Of Ireland and beaten Luxembourg in their last game!
In that scenario, Bulgaria would have needed a win in their last game against Scotland, so their approach would have been totally different
