Hello!
Adding blocks above the menu bar directly in Odoo is not possible through the standard interface, as it's not user-friendly. Some header templates do include a text line at the top, though. You can easily change this by selecting your header and choosing a different template, such as "Menu - Sales 2".
If you still wish to add blocks above the header, you can do so by injecting custom code. This can be done via the "Theme" menu at the bottom, using the "Code Injection" option. This allows you to customize your website more extensively, but it requires some coding knowledge.
