And not only was this piece never an official anthem, it was also deeply unpopular with the majority of Austrians. Whatever it is you are completely immersed in, it's clearly not Austrian history.

In fact, it was very popular to the point people just took it as anthem although never officially being the anthem of German Austria. The people were just tired of Habsburg regency and therefore the old Imperial Anthem
