In fact, it was very popular to the point people just took it as anthem although never officially being the anthem of German Austria. The people were just tired of Habsburg regency and therefore the old Imperial Anthem

Then there were the successor states of the Polish-Lithuanian Commonwealth that had German-speaking regions (such as Moravia), which were going in and out of the Holy Roman Empire as the seasons changed. So to be German, at the time, had not so much to do with the later identity that we recognise today as the Federal Republic of Germany, but the Holy Roman Empire (later called the Austro-Hungarian Empire after much of their states went to the North German Confederacy that was to become Imperial Germany).
