Or If we want to look at it through a biological lens, brain cells in a dish can learn to play the game of pong collectively though a single cell cannot do it. In these examples, the lesser complex systems have the same tools to perform these actions but they lack the capability to perform the actions. The capabilities emerge as the complexity of the systems increases.
