Does this reduce blue smoke from worn valve stem seals?

hello quick question, i have 2007 bmw E90 N46 engine, i dont have catch can installed and i have noticed there is also no drain hose connected to dip stick, and dipstick is closed by pliers by my previous car owner. is it safe to drive a car like that?

On my RZ350 it works exactly the same but it still seems odd to me that it rotates forward as the revs rise. Wouldn't that be closing the power valves? Seems like it would be in the forward position - closing off the exhaust ports and then rotate back to open them. Or do they close off the ports from the bottom of the valves at low revs which would then make more sense to rotate forward?
