Secure the evidence, then fingerprint it. If nothing comes back, run a dna trace on any liquid content. Expensive? Not if you start the fines at $500 and double them for every additional piece. Or, you can be an unpaid trashman for the rest of your life, because these guys only understand pain in the wallet.

I live in Florida and the equivalent to this here is people leaving trash on the beach, which always pisses me off because they have trash cans everywhere to prevent just that. Some people are just lazy and entitled, and don’t care.
