testing fps on 1 20 year old game and claiming the settings increase fps across all games is bogus

At the end, sidenote to correct a mistake: If your GPU is running at less than 96%, then you need to upgrade your CPU. If your GPU & CPU is running at less than 96% and 20% respectively, then you need to upgrade your RAM (clock, CL latency, not GBs) If your GPU is at 99% and CPU is at roughly < 20% but you're still facing low FPS and you see your RAM is maxing out it's GB usage, you might need to get more GBs.

Without any changes to my NVidia and AMD settings, I'm getting 60 fps max when I turned on Battery boost in NVidia GeForce experience.

when you say downscale don't you mean upscale? downscale is rendering the game at a higher resolution than native monitor and downscaling the image to your screen. upscale is rendering at a lower resolution and upscaling it to fit your screen. things like dlss, fsr, xess etc are for example upscalers. vsr, dsr are downscalers giving you better aliasing kinda like how super sampling anti aliasing work. if a game has a render slider that goes above 100 you could also use that.

Hello, is this solely for boosting FPS or also lags ? I'm having packet loss even though it says 0% all the time but I clearly lag, for instance when I throw a nade or drop a gun, I feel like the animation runs in 10 fps, it's all choppy as hell. Player movement is also hard to follow because of this.

Pro tip: If you're on an RTX 40 series, turning off hardware-acceleration will also turn off frame generation, pretty sure. It will 100% turn it off for you and not allow you to change it back to on unless HAGS is turned back on, in Cyberpunk 2077, hardware-acceleration is required there, if you want to use it.
